Ness' users usually run back when you're going towards them. When they do, they PK fire at you. You will shield then you'll be near enough to do a side b and punish him.

When he uses his PK Thunder when you're offstage, just use Nair and you'll cancel it. When he's recovering, it's easy to know when he's going for the PK Thunder. Use Up B and grab him to kill him.
