Mega Man's tornado can be reflected downwards using down-special if it was thrown upwards at you.
Try to avoid leaf shield when Megaman throws it at you because he is really laggy after that happens so that you can punish him with any attack that you would want to use against him.
I don't know this MU, but honestly the only issue I see with this is Mega man filling up your bucket with weak pellets.
