For Jigglypuff, you can use your down move while he Marth is on the ground; the air is your domain! Use air attacks as much as possible and take advantage of items (if they're on)

Pound is your best friend, be sure to not let the use forward airs easily and stay close to the ground (as in don’t use more than one hop for attacking).
